About the Land Portal 

The Land Portal Foundation is a non-for-profit organization based in the Netherlands dedicated to supporting the efforts of the rural poor to gain equitable access to land by addressing the fragmentation of information resources on land.  We believe access to information is crucial to achieve good land governance and to secure land rights for vulnerable people. Our mission is to build an information ecosystem for land governance that supports better informed decision and policy making at national and international levels. Our belief is that within a functioning and inclusive information ecosystem data, both information and the diversity of perspectives become more visible and accessible to a much larger audience. Ultimately, this significantly increases the chances that the information reaches target groups in a way that contributes to securing people’s land rights. 

We are looking to hire a Senior Technical Advisor for a short-term consultancy to support us in assessing our data approach and technology and to lead a workshop for our board and staff for discussion during the Annual General Meeting of the Land Portal Foundation in October 2024 in Rome.

The consultancy will include the preparation of a scoping study to illustrate possible scenarios from data and bibliographic portals operating in a similar environment, the facilitation of a workshop to discuss technical and related operational options for the Land Portal over the next 5 years, and the development of a proposed work plan covering the technical and related operational elements of the required changes.

 

Scope of Work

  1. Conduct a pre-virtual workshop with the core team to identify the scope of technical advice required.
    Deliverables:
  2. Summary of key technical areas to address.
  3. Draft outline of the October workshop.

 

  1. Preparation of a Scoping Document
    Deliverables:
  2. Scoping document illustrating potential scenarios from similar data and bibliographic portal, providing examples of bibliographic portals, geoportals, and data portals.
  3. Examples and case studies to be used in the workshop.

 

  1. Workshop Preparation and Facilitation
    Deliverables:
  2. Preparation of the Annual General Meeting workshop agenda and materials.
  3. Facilitation of the workshop in Rome, including presentation of the scoping document and discussion of technical and operational options.

 

  1. Development of a Work Plan based on feedback from the workshop and prioritization by the core team and board.
    Deliverables:
  2. Annual work plan.
  3. Three to five-year schedule outlining the responsibility of the advisor and technical actions suggested by the data strategy.

 

Required Skills and Experience

  • Proven experience in technology and data portals.
  • Strong capacity building, facilitation and communication skills.
  • Ability to develop strategic plans and work with diverse teams.

 

Deliverables:

  1. Preparation and outline of the workshop. 
  2. A pre-virtual workshop with the core team as  part of the preliminary assessment.
  3. Facilitation of workshop during the Land Portal Foundation Annual General Meeting.
  4. A workshop report and action plan.
  5. An action plan with clear steps.

We estimate that the total amount for this service will range from 10-15 thousand Euro.
